Leo is an expert practitioner in the art of scheduling with 30 years experience on some of the world’s largest and most complex projects. He specializes in claims preparation, analysis, and rebuttal with a focus on forensic disruption, acceleration, and delay analysis. He is an expert practitioner in project data systems, with a focus on Oracle Primavera Scheduling Software, and other Management Information Systems to include Microsoft Project. Leo’s industries of expertise include construction, manufacturing, software development, and transportation.
Leo’s portfolio includes conducting forensic schedule analysis and presenting the largest construction claim in the history of the U.S. General Services Administration (US Courthouse and Federal Building, Islip, NY); service as Special Advisor to the U.S. Department of Energy for Schedule and Project Controls (Hanford, Washington), On-site Claims Preparation Duties in connection with the Jaber Al Ahmad Al Jaber Al Sabah Hospital, Ministry of Health (Kuwait); Special Advisor to the US Army Corps of Engineers at Olmsted Lock and Dam, Illinois, where he provided independent review of the constructor’s project schedule to determine overall reasonableness and responsiveness to technical requirements, realistic productivity rates, funding timetables, phasing and other project constraints; and Independent Expert Evaluation of Delays for the National Institutes of Health’s Renovation of its Clinical Research Center.
